Does somebody got the "System error. Contact system administrator" error when trying to populate or add tasks to a timesheet?
what does the app-ca.log say?

The issue appears to be with the pending actuals sum.There could be timesheet on status open for a previous period with hours entered. These appear as pending actuals.
So you need to post the previous time sheet and then populate the next one.
