I'm not exactly sure because I don't use the plugin, but this is what a user supplied to me:
"The desktop add-in no longer works with the new SSO, so I downloaded the Office365 plugin that you suggested. This plugin does not require a URL since the authorization and connection is handled when first logging into...[SSO provider]. Note: Users will need to reupload the add-in every time they login, but their queries are saved in local storage."

We tested many variations to get the RelayState correct before reaching out to Rally Support, and their message back indicates to me that it's not a matter of end user configuration but rather a lack of backend configuration on their part to integrate correctly with Okta.
Rally SSO tech's message to us:
"Please update this information to all users, that Plugin 2.4.4 is having issues with the OKTA authentication. 2.4.4 is a very old plugin & obsolete and doesn't support all the SSO protocols. So please ask all of your users to use the latest plugin called Excel 365 instead of 2.4.4

Our users are experiencing the same error. I've tried to append the redirect as described above "- Your subscription's SSO url , concatenated with this:

But we are still getting an error.

You will need to change the URL to be:
- Your subscription's SSO url , concatenated with this:
&TargetResource=https://rally1.rallydev.com/slm/j_sso_security_check?noRedirect=true
So, for example if your subscription's SSO url is: "https://myssourl.com" then your URL for that text box should be: https://myssourl.com&TargetResource=https://rally1.rallydev.com/slm/j_sso_security_check?noRedirect=true
I prefer not to write your actual subscription's SSO URL here cause it's a public page and visible to everyone in this community. You can contact your sub-admins to find it, or otherwise open up a support case with us and we'll provide it to you.
