Any return codes are ones we have received from IBM and are simply reporting.
As you are likely aware, the 970C indicates a Severe SMS VTOC error.
The various IBM sources indicate that if no accompanying messages appear, additional information can be found in the logrec, but getting there is a bit convoluted as described in IBM APAR II05256: HOW TO GET MORE INFORMATION ON DYNAMIC ALLOCATION REASON CODES 9700, 9704, 9708, 970C, 9710, AND 9714 FROM SMS.
This error can have various causes. You may want to start by checking with your SMS or security groups.
