You might have resolved the problem, but I can see no update on this question. This is just a simple check point on it.
The configuration seems to be regarding Legacy Federation. Please ensure that your Affiliate Domain has a valid User Directory configured well, i.e., you may see if the User Directory content can be viewed as you expect. Also, restarting Policy Server and AdminUI sometimes help. Unless they resolved, then you may open a support case on it. I hope this would help.
