This is related to access right issue. check with your access right.

Yes its due  to missing of 'User Favorites Menu – Edit' right.

This Error message always comes when the logged in user is lacking some kind of access rights. you may get this message in many pages, always check if the logged in User has access rights to that specific page. That will help you.
