Does Agile Central have the ability to track KPI (key performance indicators) for projects? If yes, please explain how and how to set it up?

Agile Central uses Velocity as our key indicator which is currently available in the charts and graphs. If you are wanting to use other values as a Key Indicator you can add them as a custom field. I have included the instructions here on how to create custom fields.
