Issue: the element "Portfolio" not found in menu "Portfolio Manager"  - upgrading clarity 13.0 to 13.2

We are upgrading Clarity 13.0 to CA PPM 15.2 in three steps: first to 13.2 the second step to 13.3 and then to 15.2. In the first step we find the following:

After upgrading from 13.0 to 13.2: in "HOME \ PORTFOLIO MANAGEMENT" we do not see the PORTFOLIO element.

The PORTFOLIO object is correct, this item is also found in the menu manager.

We found no reason for this.
Could they help us with this?
