If SSO is toggled ON for a organization will non-AC licensed users in sub-projects be blocked from login?
Please keep in mind, that you can have SSO enabled for Agile Central and that there is also SSO for Flowdock. Both are separate Setups, and enabling one of them, doesn't affect the other.
If you have SSO for Flowdock enabled, all users in your Flowdock organization (whether they have an AC license or not) will need to identify via SSO. Exception: the Spezialized User. If you add a user via https://www.flowdock.com/account and then go to the users list of your organization.

Also please note, that switching on SSO for an organization, only enforces this for the main organization. Child organizations will not be under that enforcement (aka if a user is only member of the child organization, he will not be able to use the SSO).

The “Add Special User” push-button on the Users tab produces the following error. Is additional configuration required? Is a specialized user similar to an exception account in Agile Central? I can’t locate any information pertaining to specialized users in the links provided.
