When the developer populates their timesheet, they will see those tasks that they are assigned to, that they should be working on during the week they opened. User has ability to add tasks, too, for event where user may be starting something earlier than planned.

One of the problems I see, here, often, is that project manager doesn’t have a good WBS and doesn’t update their schedule – so when populating the timesheet, the user often doesn’t see what they should be seeing.
CA PPM is a project/resource management system, first – not a simple time entry system. If one doesn’t manage projects well, the timesheets will be a mess. Manage projects well, and the timesheet content quality ought to be high – and you’ll have happier users.
