I know for other thread that you are using Windows 2012 AND so its not Supported

    https://support.ca.com/cadocs/1/CA%20eHealth%206%203%203-ENU/Bookshelf_Files/PDF/ehealth_release_notes_enu.pdf

You will see at the Supported OS:

    Operating System Support
Install CA eHealth on a dedicated Windows, UNIX, or Linux workstation with one of the
    following operating systems:
    ■ Windows 2008
    – User Account Control (UAC) must be disabled.
    – There should be no other major applications running on the system, and the
Windows installation should be a fresh installation.
    ■ Solaris
    – 5.10 (SPARC)
    ■ Red Hat Enterprise Linux 5.8
The installation must be run on a 64-bit system.
