Is there an app I can use to create a customized portfolio timeline. For example, what is I want to display other columns on the gantt chart, such as owner, release, project, state, color ...

Currently there isn't much that can be done to customize the Portfolio Timeline chart. I did some research and found an app in the Rally Community on Github that does allow for more than the out of the box timeline. It doesn't seem to offer exactly what you are looking for but it still might be worth checking out when you have the time. You can find it here GitHub - RallyCommunity/TimeLine
