For each level and sub-level, you need to make an ‘all-level’ group, with a query which includes members of all the sub-groups of that level. To illustrate:

Now, the subnet groups will be populated by IP address. The Location groups will be populated by the members of all of the subnet groups at that location. The region groups will be populated by the members of all the location groups for each region. You can now select any of the ‘All …..’ groups in the reporter to report by subnet, location or region. The static groups (no query) are only present to keep things neat by creating the hierarchy. You can’t use them for reporting since they contain only subgroups not members.
