version 18.104.22.168 of ca apm for sso, siteminder policy server is version 12.7
There are a variety of issues that may impact SSO installation. It could be the python version, permissions, environment settings, and other environment/configuration factors. Your best bet is to open a case to take this to resolution. If you do this, please share the solution to help others that may have this situation
Looking at our docs . (Although for UNIX), it may be an account/permissions issue . Please check this and any installer logs.. Please report back any updates.

It was determined that there was something in the jdk 1.8 that was corrupt or causing issues. The jdk was temporarily removed and the install now launches.
