Hi Team.

I need monitoring modem 4g devices, these modem has ip dinamic and they are modem with ip public

I know that can monitoring Ip dinamic with net_connect probe. But I have some doubts

* Need I that the hostname respond in the internet with a DNS?

*If the answer up is positive. I need configured this DNS with some company like dyndns?

look at this doc it might be helpful since you require hostname for it

net_connect IM Configuration - CA Unified Infrastructure Management Probes - CA Technologies Documentation 

The host name is mandatory for dynamic IP monitoring. You may use dynamic DNS service like dyndns.

Basically if you can pong the hostname from the server with the net_connect robot your good to go.
