We are currently using the Spectrum build-in mechanism called "threshold" on interfaces, in order to raise alarms when the utilization is too high or when the percentage of errors or of discards is too high.
We now need to raise an alarm for discards only when the interface utilization is above a given percentage.
How can we do that ?

So you want to alarm only when discards AND interface utilization is above a given percentage? You would need to create a watch for that.

But I understand that watches are “expensive”. Do they require the same amount of resources as the threshold alarms ?

You could also accomplish this using a Condition Correlation. Set the discard and interface utilization to only generate an event and then use a Condition Correlation to create a new event that alarms should both events exist at the same time for an interface model.

Yes, event correlation is probably what I need. But I have never used it.
Can you point me quickly to a tutorial/doc/examples ?
Alternatively, is it something that CAPC would do more easily maybe ?

The documentation at Condition Correlation Components - CA Spectrum - 10.2 to 10.2.3 - CA Technologies Documentation is pretty good.
If you're using events rather than alarms, I think an event rule is what you would use rather than condition correlation.
Having said that, if you have CAPM, you are better off doing this there:
