    Question:

I'd like to know if you need a license file for running CA Directory
    12.0 SP18 CR6 with CA Single Sign-On ?

    Answer:

You don't need any License file as it has its
"license bits of code removed a while back."

    CA Directory/SiteMinder License Validation

So said, as long as you've got your legal contract enforced for it,
    you can run it.

    Couple of additional thoughts......

https://communities.ca.com/thread/241756661 this is an Internal link and may not be visible to general community. Also this does not clarify the licensing aspects surrounding CA Directory in conjunction to CA SSO.

The other thought being the probable direct answer "CA Directory to be used as PStore / KStore / SStore is covered under CA SSO Licensing". However CA Directory to be used as a UserStore has a different Licensing agreement which is not part of CA SSO Licensing.
