MS SQL 2008 best practise for UC4 DB

Does anyone have best practice for these?

This is from Ecolab DBA who maintains UC4 DB:

Current index maintenance threshold is if index fragmentation is between 10 and 30 %, indexes get re-organized ,and if fragmentation is above 30%, then they are rebuilt. Does this match UC4 recommendations?
•The index fill factor is currently set at default value of 0. Would UC4 recommend altering it and will that help the UC4 application performance.
•We also need to find out the snapshot isolation option to minimize the deadlocks ( issue which we have been reporting for a while now, and we decided to review after the upgrade)
