Does the :WAIT statement occupy a WP process while executing?

Michael_Lowry suggested the following in a separate community post. I didn't want to muddy up that discussion, so splitting into a new thread here.
I’ve heard that :WAIT statements occupy a work process while they are running.

Can someone confirm this? I'm imagining a scenario where a hostgroup executes WAIT statements across 20+ hosts simultaneously for some amount of time, and it blocking all other processing until complete. Bad times, right?
