unable to deactivate unknown/unknown user jobs in activities

In multiple clients I have a series workflows and jobs that were requested by an unknown/unknown user. After a short investigate I found these were jobs run during testing and the user is no longer on that client. If I try to deactivate these jobs I receive an error message " U00000009 '': Access denied." I was able to Take Over Task but I was still unable to deactivate the jobs. I assume these jobs need to be flagged manually in the database but has everyone seen this before? Do we know what causes this kind of "dead job?"
