improving multi core utilization

We are running AE 10.0.4 in a virtual Linux environment with 8 cpus/cores and 32 gig of memory.  However, all or almost all of the ucsrvwp processes run on processor 7.   Even when the system is under significant load, this pattern continues.  How can we get the load to spread across all of the cores/cpus/processors?

I am using various commands to examine the load
> mpstat -P ALL 30
> top
   1
   u
   uc4
> top
   f
   j

I have read the various postings on this behavior in the community, all APPEAR to say that Automic does not have a way to spread the load.   Some suggest that the real issue is a java, 'bug',  others suggest that it is a design limitation of the AE.

If we use a different version of java (java -version=>  1.6.0_21-b06)?
Different Linux (Oracle Linux Server release 5.11, kernel  2.6.18-407.0.0.0.1.el5)?
Upgrade to AE 11.2?

If AE does not use multiple cores, why recommend having multiple cores?   Does that recommendation only apply to physical installations and not to VM's?
