This has been asked recently:

Question:

Could you please guide us on why the physical and virtual memory is consuming more on automic engines in our servers eventhough only automic services are installed.

for example the physical memory of one of the servers is 32GB but the consumption is nearly around 29GB (95%) during idle conditions.

Answer:

Active memoryis memory that is being used by a particular process.
Inactive memoryis memory that was allocated to a process that is no longer running.

So normally this inactive memory could be resolved by restart the physical server. If you look over in internet about the inactive memory you can find few articles about it.
