CAU fails with Service Manager message

Has anyone seen a failure of CAU to upgrade the agent with this error? 

U00020925 Agent 'US-HAM-SVV-0470': Upgrade to version '12.0.2+build.1505' could not be initiated. Reason: The agent is not linked to the Service Manager.
 I can see the agent in Service Manager Dialog and can start and stop the agent using it, so I'm unclear what it means that the agent isn't linked.
