task priority vs agent resources

I created a high priority task that required 100% of the available resources on the agent so that I could be sure no other jobs were running when it started. However, it seems that if an agent is used continuously, my high priority max resource job will never run. It just sits in the "Waiting for resource (max. Jobs exceeded)" state forever. I tested this by starting a job every 10 seconds that runs at least 30 seconds, so I could be sure there were a few tasks on the agent.

Am I missing a trick here, or is it just that high priority is ignored if resources aren't available?
