Help understanding WPs in UCSrv.ini

I have been working through stability changes on AE and the next item is to increase the WPs.  To start, I am changing the UCSrv.ini in the Dev environment (open 5 more ports) and some current things don't make sense.   

Any help with understanding before I go to prod, is greatly appreciated.  I have seen other posts about adding WPs but they don't answer my specific questions.

In the image below
WP001 = port 2270 but the PORTS list has WP1 = 2271
WP1 on Port 2271 is not in the list
WP004 is not active.

Questions:
When you set pwpport=2270 does that automatically assign it as WP001? So the first WP I use should be WP2?
Where did WP1-port 2271 go and is it available?
Why would WP4 not be available and why won't it restart?
