    There should be a request type that will allow you to attach a file. You just have to find the right operation.

    Have you checked out the Marketplace?  There's the Sharepoint 2010 SOAP jobs for Web Service 3.  

    List Methods are:

    AddAttachment
    AddList
    DeleteList
    GetList
    GetListCollection
