CA-PPM Version 15.2 integration with CA- Agile Central (Rally)

I'm using CA-PPM on-premise and CA agile central (on demand).  

I have configured the integration page correctly with the owner and project ID, user id, API Key authentication, Bi Directional

The integration works fine when a new feature is created in CA Agile central whereas when I create a new task (enabled the integration from Agile summary page at the task level), I get the HTTP:401 error with unauthorized access.

"There was a problem syncing tasks for the CA PPM project:Demo Demand - 02112017 HTTP/1.1 401 Unauthorized"

Please note that, the user ID configured on the integration page is set up as 'Subscription Administrator' in Agile Central

Any help/pointer is greatly appreciated

In 15.3  the Agile Sync Job sends the PPM Project as Agile Central Initiative and  AC Features as CA PPM Task

In 15.4 the Agile Sync Job sends the PPM Project as Agile Central Initiative and  Agile Central Features or Agile Central User Story to CA PPM as Task

**The above error indicates that the credentials used to setup the integration are invaild
