I was trying to import IME from version 14.1 to 12.6 getting the following.Generally what is this error meant and causing for?
Looking more closely at the screen shot, we've been troubleshooting the wrong thing the whole time:
Attribute 'savefolderlocation' is not allowed to appear in element 'ImsEnvironment'
Delete the attribute and the value from the file and test again.
This attribute exists for 14.1, but not 12.6 so this is causing the problem.
If you are trying to import an XML into version 12.6 that came from version 14.1 then it could be that there are new things in the newer version that is not compatible with the older version.

Also, you could have some extra unwanted characters somewhere or encoding problem. I would export the IME from 12.6 and compare with 14.1 export to see if there are any encoding issues.

The prolog is anything before the opening <xml> tag. Check for stray characters. The application server log generally indicates the line number and character of the problem on the import as well, as this may provide some clues as to where the bad character is.
In the log I see only the following related to this prolong issue.
As the error is at line 1 column 1, I suspect there's an invisible character or something like that hiding out in the file. You may want to open a support ticket and upload the problem file for inspection/minor surgery.
