Need to create a new role (Access type)

Hi Team,

I need to create a new "access type" that can be attached with a specific end user for raising only p1 and p2 priority incident ticket.That is this role people can only raise p1 and p2 tickets.Please send me steps for doing this.I need a best suggestion for resolving this.
