I am wanting to create a Work Item template, but the button appears to be missing. Do I have to have special access?

Regarding your concern, this is a beta feature that hasn't been toggled globally however if you'd like to participate in testing it please comment on the following post and the Product Management will make it available for your Subscription accordingly. I hope that helps.
