Is it possible for PAM to read an attached spreadsheet on a change ticket and then perform some action based on the contents?  For example, an attachment containing CIs that need to be related to other CIs.  If the file designated provider versus dependent and the relationship type, could PAM perform those relationship updates in the CMDB?

Yes you can,

For that you will need the MS Excel Connector and also I think you need MS Excel installed on where you want to run MS Excel operators. With that you can read and create MS Excel spreadsheets.
