NCM Policy - Unable to apply to Global Collection (10.2.3)

I figured I'd ask here before opening a support case.


I have an NCM policy configured.  I'd like to apply it to a Global Collection. The devices in the collection are all in the same Device Family.


The policy is failing to get applied to the Global Collection.  I have no events telling me why it's failing, so either I'm doing something wrong or I am seeing a bug...   



I only have the device which was used to create the policy.  



I've also tried adding the policy to the collection and it doesn't do as directed
