    Do MSSQL developer edition 2014 is supported for CA Service Management r17.0?

    Don't know from a technical perspective (Don't see reason why will not work) but up to my knowledge developer edition is not to be used for production environment as per licensing. Then no reason to be supported and not part of the certification matrix from CA.

    if for dev/testing purpose and you do own an standard or enterprise licenses you must be able to install a dev server on same licenses.

    SQL Developer is specifically intended for non-production testing and development, and Microsoft's website makes this very clear - it is highly recommended not to use SQL Developer to operate a production database instance for SDM, as stability cannot be guaranteed (and it violates the license terms).
