There is a metrics available in 10.7 for .NET and JAVA Licenses.
(.*)\|Custom Metric Process \(Virtual\)\|Custom Metric Agent \(Virtual\) \ Enterprise Manager\|Licensing\|Java Agent Count:Licenseable Count
(.*)\|Custom Metric Process \(Virtual\)\|Custom Metric Agent \(Virtual\) \ Enterprise Manager\|Licensing\|.NET Agent Count:Licenseable Count
I think you have to collect .NET agent information manually because in my environment .NET agent count is showing zero
Also
For ,NET license you can create Metric grouping
(.*)\|Custom Metric Process \(Virtual\)\|Custom Metric Agent \(Virtual\) (.*) .... .Agents\|(.*)\|\.NET Process\|(.*):ConnectionStatus
After metrics grouping create calculator only for .NET Metrics.
count JAVA and .NET agent to get the information.

Based on Junaid Wahab's comments it seems to have been incorporated into 10.7

I also do not see the Licensing node in my 10.7 SP1 (10.7.0.90) standalone EM environment. I therefore suspect it is not in 10.7 OOTB and Junaid Wahab has the Agent Based License Checker Tool installed as an extra.
Please install the tool from the above KB https://comm.support.ca.com/kb/apm-agent-based-license-checker-tool/kb000072402 onto your MOM & restart it when that is possible.
