1- Log configuration history. (logs of changes made in configuration )

You can track the configuration changes in NCM, see below

CA Spectrum 10.0: Using NCM Effectively - YouTube

2- Make configuration changes. ( Configuration changes on switches )

    Please check below

Network Configuration Manager Device-Level Tasks - CA Spectrum - 10.0 - CA Technologies Documentation

3- Ability to assign one or more network port to the
    user(s) / group(s) for alerts.

Are you referring to assigning the alarm to troubleshooters ?

Manage Alarms - CA Spectrum - 10.2 to 10.2.3 - CA Technologies Documentation

4- Ability to log access and commands executed.

Is this for Spectrum or network devices?

5- Role-based capability to assign user privileges
    based on responsibilities.

    Please see below

    Thanks for your reply.

    Few more queries :

3- Ability to assign one or more network port to the
    user(s) / group(s) for alerts.

If I want that only VM team will receive alarms when VM host related port go down .

    Is it possible .

4- Ability to log access and commands executed.

Is this for Spectrum or network devices?     for any changes making . mostly on devices .

5- Role-based capability to assign user privileges
    based on responsibilities.

all teams have access to this tool but depending on their access : if VM team : only view ; network team full access  likewise membership.

3- Ability to assign one or more network port to the
    user(s) / group(s) for alerts.

Yes, you need to use SANM

Spectrum Alarm Notification Manager (SANM) - CA Spectrum - 10.2 to 10.2.3 - CA Technologies Documentation

4- Ability to log access and commands executed.

One of the ways to achieve this  is to configure device to send traps to spectrum whenever there is a change on a device or you can enable unsolicited notifications of Device Configuration Changes and trigger a NCM config capture based on that ,see below

    Introduction - CA Spectrum - 10.2 to 10.2.3 - CA Technologies Documentation

5- Role-based capability to assign user privileges
    based on responsibilities.

You need to use model security strings and assign them to users , see below

How Are Models Secured in OneClick - CA Spectrum - 10.2 to 10.2.3 - CA Technologies Documentation
