We are getting the below error while opening the project in OWB. Let us know how to get rid of this error.

Is this happening for all the projects or just one project? Also if the URL is passed via proxy it looks like its blocking the request.

Hope there is no changes that has been done in your internal network team. The port that you are using to login to OWB should not be used by something else. Also, just make sure that you are using the correct JRE version. For example: JRE 1.8 for the latest versions of CA PPM. Hope that helps.

If in case you are using proxy servers, it may be worth to check if the OWB works through the load balancer?

Please review the settings configured for your Proxy after checking with your network team and checking the following section:

Install and Configure Microsoft Project (MSP) - CA PPM - 15.4.1 - CA Technologies Documentation ("Set Up the Server Connection").

Even though this is listed under MSP, as this would be part of the Schedule Connect which is common with OWB, same information applies.
