It is possible to configure catalog to disable the inclusion of comments of Completed Requests.
I already configured the system do disable editing of completed requests, but comments access continue.
As we handled this case in support case, I raised this subject to Engineering team and I was informed that this is an enhancement to be made. Product management Team need to take a decision about this.
Please also consider to raise an enhancement request / post an idea in communities so we can vote on it.

And with 'comment', do you them mean 'Notes' you can add on a request in the SC-UI?

On a local r17.1.01(RU1) open a completed request, I can not change the comment section.
As found in catalog/forms/forms>system>request information>comments.

The comments field I´m talking about is that:
The one with text "Observações" in the image above, with 24 itens
When this then appears to be an issue for you, may I then propose to please open a standard case?
