I would like connection between bugzilla and CA rally,however I am not able to download the connector.

Could you please guide me.

This connector is no longer available or supported for a few years. See:

The only way I'm aware of is that you may want to contact your CA Account Team to consider engaging CA Technical Services who may develop/enhance such a connector for a fee. You can contact the Account Team to discuss such options.

I need to do a one-time conversion of Bugzilla items into Rally. I don't mind if the connector is no longer supported as it wouldn't be used on an ongoing basis. Is there any way to access it / download it for this purposes?

If not, I see there is a CSV import feature for Rally, but can that handle attachments? Thank you
