First of all, let me tell you that this is a view that related to Security of Project object.
ODFSEC_PROJECT_V is a view that list down the Internal IDs of all the resources that have the access to the projects.
Basically, as much I as know, it is a less efficient version of ODFSEC_PROJECT_V2, which list down the user_Ids along with the project IDs on which it has access. So if an user A has access to 10 projects, you will find 10 rows for that User in ODFSEC_PROJECT_V2 view, one for each of the projects.
On the other hand, ODFSEC_PROJECT_V view will not have any USER_IDs repeating twice, as far as I know. Hope this helps. You can do some further research on this, using these information as something to start with.
