I do not know if anyone has migrated from SAM to PAM.   I found some information here on Communities.

I reviewed all the comments, and i feel very concern about the last posted by prira01, where he says: "The sticky point is the conversion of the data for import by PAM. We checked with product management and CA services and there is no tool available at this time. Large scale conversions, like yours, are best done through a CA services engagement at this time. We were informed that this has been initiated with your site already." This situation will be the same today?

The situation is the same. There is no upgrade wizard or similar utility. The only possibility is, as described earlier in other posts, to export to csv and import back considering the fields that PAM will take. The product will allow you to download sample files so that you see what they look like
