Hi Derek,
the "Arrangement" buttons that you highlight in the screenshot rearrange only existing arrows. For example, if you have moved a block, and its arrows now take an unnecessary detour, then you select the block and click "Adjust Connectors", and it automatically re-attaches the existing(!) arrows on the nearest side.
In your screenshot, you don't have any arrows yet, so these "Arrangement" menu items are not enabled.
To add an arrow: Move the mouse over a block. You will see connector points appear. Then click a connector point and drag the mouse to the target block to draw an arrow. I hope that clarifies it.
