Access Rights in CA Service Catalog

my customer is searching for a way to limit the access rights of an end user.


The user must be able to submit a new request. But after submitting, he must not be able to Copy, Edit or Cancel this request, no matter what status it has.


Is there a way to limit the rights? And can this be done specific for one category? 


Any ideas are very appreciated.
