Not a direct answer to your question but if you have both Spectrum and UIM, I would recommend disabling/filtering out the "SNMP agent not responding" alarms from UIM and rely on Spectrum's alarming and root cause functions instead. If you are unfamiliar with Spectrum's capabilities regarding root cause and event correlation, here is a link to a white paper that outlines them: SPECTRUM Root Cause Analysis Whitepaper .
There is no configuration (for clear) required.
This will be cleared in Spectrum after this alarm is cleared in UIM side.
The alarm says that SNMPGET cannot access SNMP service in the target device.
So the alarm is simply closed when SNMP service in the target device is responding.

Thank you very much for your response, but I inform you that in our environment this is not working as you describe it. After a server is restarted, the alarm remains on the console and is not cleared when the server starts.

At the time of the failure or subsequent failures to connect to the device, is the device pingable and can you successfully trace the route to the device? What is the snmpget retry and timeout value set to? Make sure the retry value is set to 2 or 3 and the timeout is set to at least 10.
do you mean the alert is not showing in UIM while it is still showing in Spectrum ?
