Can someone tell me if there is a setting that limits the number of alarms to keep?  In other words, is there a way to purge old alarms for say anything longer than three or four weeks?

IM console > nas > configure > nis bridge

I had a situation where a logmon probe was incorrectly configured and it happily created 168,000 unique alarms.

There didn't seem to be any problem with the core systems functioning with that number of alarms - in reality it's not that many objects for a piece of software to deal with.

Where it did cause problems was with the various tools that read and display alarm updates periodically - sometimes the refresh cycle wasn't long enough for the previous refresh to finish and so you'd get weird display in IM for instance.

If you don't care about old alarms you can set up an AO profile to close them when they reach a given age.
