Is it possible to create a collection in CA Spectrum that contains all devices with a type of alarm?

Eg. A collection with all devices that have a "Bad Link Detected" alarm.

               Unfortunately no, but you can create an alarm filter for that.

Not directly.  Global Collections work on model attributes, not alarms.  What you could do is have an AlarmNotifier SetScript update a model attribute when an alarm is generated so you can use that as your search criteria for Global Collections.  Then use the ClearScript to unset the attribute to remove from the GC.
