Processes auto-start when not meeting conditions and don't start when they do

We have upgraded to 15.5 and processes are starting without meeting the start condition.  The bug we have looks to be isolated to one sub-object underneath the Project object.  The processes have start condition of "Start when value does not equal previous"

The processes run even when just clicking save and not changing any values.


However when we change the start condition to something more explicit such as "Start when <field> = Yes" the process does not start.


We also tested this in 15.3 and it was occurring on that version as well.


Has anyone seen this strange behaviour?
