    Does the last Device Certification Packet from 18.01.2019 also apply to the new Spectrum Version 10.3.1, although this is only true until version 10.3.0?

    No. The Spectrum_10.03.00.Cert_Pack_001 cannot be installed on CA Spectrum 10.3.1.
