JVM allocation for Clarity 12.1

We have recently upgraded from Clarity 8.1SP2 to Clarity 12.1. We had long history of performance issues with 8.1 version. We thought upgrading to Clarity 12.1 will improve the performance but it has degraded even more.

We are running two Clarity instances each with OS as WIN2003 and JDK 1.6. RAM size is 8GB on each box.

The current JVM settings for both instances in 12.1 are the same as were in Clarity 8.1 version.

Application JVM setting -Xms1300m -Xmx1300m -XX:MaxPermSize=128m -Dsun.lang.ClassLoader.allowArraySyntax=true
BG JVM setting - -Xms1024m -Xmx1024m

I would like to know the optimum JVM size that I can set to improve the Clarity performance. Are the current JVM settings appropriate? Can I increase the current JVM allocation? What can be the drawback, if any?
I read few other threads on this forum regarding JVM but was not able to conclude anything useful for my problem.

Do let me know your comments/inputs.
