Crazy OWB Error - The value specified is outside the bounds

We are getting a strange error when opening a small project in Open Workbench.

"The value specified is outside the bounds of the specified minimum and maximum"

I found a tech article that mentions this error and it references the project dates to make sure they are under 2047 and to re-baseline. All the dates are fine, including assignments and I re-baselined. No luck

- There's nothing on the App logs
- The dates on tasks/project/assignments are all correct
- I don't see any last_updated_by -99 on any of the tables.
- Nothing is standing out as being off and I can save tasks and the project in the UI with no problem.

Has anyone seen this before? It is sad that there's not more logging abilities with OWB but it is what it is. I did see the tech article on how to enable some potential OWB logging but it was not working in this case.

PS. Is CA still supporting OWB? With the openworkbench.org being down for a year or so, makes me wonder if this is a dying tool?
