Error Handling - pop-up messages

When there is a system detected error (such as saving an object with a required field unset, or "system error"), Clarity is able to catch the exception and display the "ERROR" section (attached screenshot) with the save not occuring. Is there a way to throw an exception from Oracle (say stored proc or function) that can have the same result? One example would be to throw an error if someone tries to submit a project for approval that does not have a cost plan submitted.

Yes I know a process can be triggered to check and issue a notification, but it's not as immediate (and sometimes project managers ignore notifications :huh:)
