Windows 7 and OWB

Is anybody running OWB on Windows 7 when users do not have administrative right to the machines? We have the following issues:
Here's the basic info we can provide so far...

- I had to provide admin credentials to install it while logged
on as a non admin (normal for our environment in this case)

- Running OWB (clicking a link in the web and it auto-opening
OWB) as non admin results in the issue that the filters and views are missing

- Manually running OWB by right clicking on the exe and selecting
'run as administrator' does not have the issue (we get the full
panel of selections like WBS, etc on the left side)

I even tried giving my user full control of the OWB folder and it
made no impact. Our assumption is that it installs settings or
files off somewhere in some obscure location that a non admin account
cannot access, we've just not been able to locate what that might
be.

Any ideas?
